When ICE detains someone in California, families often do not know where they are or what happens next. This guide from an ICE bond lawyer in California perspective explains the detention centers, the immigration courts and the fastest lawful routes to release.
California has several large detention facilities and busy immigration courts. Moreover, people arrested in one part of the state are often moved to another. Therefore, the first task is always finding your loved one and confirming which court has the case.
Our attorneys prepare bond hearing packets, parole requests and emergency case reviews for detained cases across California. As a result, families can act quickly, wherever the person is held.
Where ICE holds people in California
Southern California detainees are often held at the Adelanto ICE Processing Center in San Bernardino County. Similarly, people arrested near San Diego are frequently held at the Otay Mesa Detention Center. In addition, the Imperial Regional Detention Facility in Calexico holds people from the Imperial Valley.
In the Central Valley, ICE uses facilities such as Golden State Annex in McFarland and Mesa Verde in Bakersfield. Furthermore, new facilities have opened in recent years as detention has expanded. Consequently, a person arrested in the Bay Area may end up hundreds of miles away.
Finding your loved one
Use the ICE Online Detainee Locator with the person's A-number, or with their name, country of birth and date of birth. If they do not appear, try again later, because transfers take time to show. Alternatively, contact the ICE field office. Los Angeles and San Francisco both have ERO field offices that handle California cases.
California immigration courts and bond hearings
Detained cases are usually heard at immigration courts inside or near detention centers. For example, Adelanto and Otay Mesa have their own detained courts. Meanwhile, non-detained cases are heard in Los Angeles, San Francisco, San Diego, Sacramento and other locations.
Bond hearings are often scheduled within days or weeks of a request. Many now take place by video. Therefore, family members can sometimes watch remotely, depending on the court's rules.
Ninth Circuit law
California is in the Ninth Circuit. Its decisions shape detention and bond law in the state. In addition, eligibility for bond hearings has changed recently. In 2025, the Board of Immigration Appeals held that many people who entered without inspection are not eligible for bond from an immigration judge. However, federal courts have been considering challenges, including habeas petitions. Consequently, an early ICE detention case review is essential.
California law and ICE cooperation
California limits how much state and local police help with federal immigration enforcement. The California Values Act, often called SB 54, restricts local law enforcement from holding people solely on ICE detainers in most cases. However, there are exceptions for people with certain serious convictions.
As a result, many ICE arrests in California happen in the community rather than through local jails. Moreover, state law gives detained people certain rights in local custody, such as notice before an ICE interview in some cases.
California has also tried to limit private detention. However, a federal appeals court blocked the state's ban as applied to federal immigration detention. Therefore, private facilities continue to operate.
Building a strong bond packet in California
A bond hearing is short. Therefore, the written packet does most of the persuading. It must show two things: your loved one will attend every hearing, and they are not a danger to the community.
The sponsor
First, choose a sponsor with lawful status and a stable address, ideally in California. The sponsor signs a declaration promising to house the person and help them attend court. Moreover, include the sponsor's ID, proof of status, lease or mortgage, and proof of income.
Ties and character
Next, gather evidence of roots in the community. For example, include birth certificates of U.S. citizen children, a marriage certificate, tax returns, pay stubs and letters from employers. In addition, letters from pastors, teachers and neighbors help. Each letter should be signed, dated and include the writer's contact details.
Criminal records
If there is any arrest or conviction, include certified court dispositions. Furthermore, add proof that fines were paid, classes were completed and probation ended. Judges notice missing records, so address them directly.
Address and travel
Bond judges want a realistic plan for attending court. Therefore, confirm which court will hear the case after release. If the person will live far from the detention court, a change of venue may follow release.
Our Immigration Bond Hearing service assembles all of this into a motion, declarations and an indexed evidence packet, starting at $399.
Paying the bond and release in California
Once bond is set, the obligor pays it to ICE. Usually, payment is made through ICE's online bond system or at a field office. Some families use a surety bond company, which charges a non-refundable premium.
After payment, release can take hours to a day or more. Furthermore, releases from remote facilities such as Adelanto or McFarland may happen at odd hours. Therefore, plan transport in advance. Our ICE Bond Posting service guides the obligor through every step.
Parole and other options
If bond is unavailable, ICE may grant parole or release on conditions. Our ICE Release / Parole Request service prepares a request focused on humanitarian factors, such as medical needs or young children.
After release: the case continues
Release is not the end. The removal case continues, and missing a hearing can lead to an in absentia order. Consequently, update addresses with the court and ICE immediately after release.
Next, plan the defense. Options may include asylum, cancellation of removal or adjustment of status. Read our guide to immigration court deportation defense. For a broader overview, see our national guide to ICE bond and detention release.

How fast can I get a bond hearing in California?
Bond hearings at detained courts are often scheduled within days to a few weeks of a request, and many take place by video.
Does California's SB 54 stop ICE arrests?
No. It limits local police cooperation with ICE in many cases, but ICE can still make arrests in the community.
Can everyone get an ICE bond in California?
